Canada offers two PR pathways for Hong Kong residents, available until August 31, 2026.

 

Stream A: In-Canada Graduates
For recent graduates of a Canadian post-secondary institution. Applicants must:

• Hold a Hong Kong SAR or British National (Overseas) passport.

• Be physically present in Canada with valid temporary resident status.

• Intend to live outside Quebec.

• Achieve CLB 5 in English/French.

Graduate within the last 3 years with:

• A 2-year diploma (excluding graduate/postgraduate diplomas), OR

• A degree (associate, bachelor's, master's, or doctoral), OR

• A 1-year graduate/postgraduate diploma/certificate (with a prior post-secondary credential earned within 5 years).

• Complete at least 50% of the program in Canada.

 

Stream B: Canadian Work Experience
For those with recent Canadian work experience. Applicants must:

• Hold a Hong Kong SAR or British National (Overseas) passport.

• Be physically present in Canada with valid temporary resident status.

• Intend to live outside Quebec.

• Achieve CLB 5 in English/French.

• Have 12 months of full-time work (or 1,560 hours of part-time) in Canada within 3 years.
   

Work must be legally obtained and cannot include:

• Work as a full-time student.

• Self-employment.

• Work outside Canada or unemployment periods.
